Cooperation

FALINTIL-FDTL engages in international cooperation with Indonesia (INAMOR), Australia (DCP), Portugal, and Brazil. New Zealand supports military capacity development and training through the MDP program. The United States contributes via the BDD initiative, while China also promotes technical cooperation.

Cooperation between FALINTIL-FDTL and Portugal

Technical-Military Cooperation is a type of mission developed by the Portuguese Army that falls within the scope of the Portuguese cooperation policy. This type of mission began to be developed in 2002, but support for the Land Component only began in 2011. This Applied Research Work aims to analyze the contribution of the Portuguese Army in the training of the F-FDTL, more specifically at the level of the Land Component and its operational training. In the first phase, the Portuguese Foreign Policy and Technical-Military Cooperation are analyzed, highlighting the main vectors that support this policy, as well as the role that the Armed Forces play in the scope of cooperation. In the second phase, the Technical-Military Cooperation with Timor-Leste and the various projects that comprise it are analyzed in depth, with a special focus on Project No. 5 and highlighting the work developed by the Portuguese advisory service. The third phase concerns the F-FDTL, where the capabilities, scenarios of action, levels of commitment and organization of the F-FDTL are presented. The Land Component is also presented in greater depth. In a fourth phase, the methodology and procedures used in carrying out the study are presented, followed by an analysis of the interviews conducted. Finally, the conclusions based on the fieldwork and the literature review are presented. Thus, it is concluded that the Portuguese Army, through the Portuguese consultancy in Project No. 5, supported the Land Component of the F-FDTL in planning the training program, as well as the F-FDTL Command in relation to the planning and preparation of the exercises. In this way, the F-FDTL registered a notable evolution in terms of its structural organization and its operationality.
